.Merryburn / Mason Hill View—Youth Nuisance

It was reported by Helen (Guardian Close) that anti0social behaviour was not as bad. The car park floods and kids enjoy playing in the water but it is only youthful high spirits. Kennington School kitchen has been broken into by youngsters egged on by older youths but general nuisance behaviour has improved. Two youths were issued with a fine after a disturbance on Churchill Road. No incidents have been reported to police in respect of Merryburn Close or Mason Hill View this month. It is still hoped to start a residents association at Merryburn Close working with Places for People.

2. Fulwood Hall Lane Speeding vehicles

There have been no further developments. No data has been obtained regarding the strips, Lynne will follow this up for the next meeting.

Mr Williams, who was going to try to organise a residents group, was not at the meeting so there was no update on progress. Hand-held radar guns were were used at Fulwood Hall Lane (no bookings resulted) and Longsands Lane ( 1 motorist was booked doing 40mph)

Attempts are still being made to get funding for an extra ‘smiley face’ indicator for the ward.

3. Tesco – Underage drinking and rowdy, intimidating behaviour

Lynne has spoken to the management who have a policy of not selling alcohol to under 21’s. Youths outside the store have been spoken to and warned.

The offenders comprise local youths and some from Cromwell Road area (who have had alcohol taken from them and disposed of). There have been no reported incidents this month.

Community Safety has confirmed that a grant for CCTV for the area has been approved. This will mean that the whole area of Tesco, the Medical Centre and Primary School will be covered which should improve the situation.

Offenders are given youth Referral letters, copies of which are sent to parents and the       offenders school.

Area actions for April

Fulwood Hall Lane:- councillors have received complaints of speeding traffic and   would like to see cameras installed

Asda:- Drunken youths (both sexes) are causing trouble outside the store, particularly on Friday/Saturday night 8pm onwards. Police to add area to ‘riot van’ patrol

Kennington area:- Illegal parking around the school and flouting of seat belt laws

 March February January & December

CCTV at Anderton Arms, Medical Centre and Pharmacy – no further information is    available but a meeting will be held later this month and funding may be made available.

Road safety at Williams Lane – the situation has been flagged with Road Policing     and surveillance of the problem will continue.

Kennington School – There has been only 1 incident reported this year.

December

All priorities are ongoing and remain the same as January.

Road safety at Asda/Williams Lane has not improved. The Road Policing Officers have visited the area and advise that there is no “legal obstruction” if one vehicle can get through and therefore parking tickets cannot be issued unless parking is besides dropped kerbs. It was also mentioned that the cars are now parking on the grass verge at the top of Williams Lane, which is being ripped up due to the cars parking there. It was asked that the Road Policing Officers continue to attend and give tickets out for obstruction.

Lynne will write to Asda regarding the possibility of installing a crossing or other safety measures to improve pedestrian safety in the area.

November October September & August

1. CCTV Anderton Arms - since the last meeting we are still waiting for the

brewery to get back to us to let us know how far they have got with the date

of installation of the CCTV. A meeting had been arranged for a walkaround

the school and the medical centre with a CCTV firm. The firm did not turn

up.

2. Kennington Primay School - An appointment was made with Mrs McAteer who

has agreed to remove the benches which have been encouraging youths to

congregate. This is really good as we have been asking her to do this for

over a year. The anti climb paint has also been put up all round the school

roof, which will hopefully deter any future climbers.

3. Motorcycle Nuisance - A letter is being drafted to the Woodland Trust to

request a clean up of the field and streams. We are also requesting metal

Kissing gates that will prevent the motorbikes from gaining access to the

field and causing as much nuisance as they have done this year. they have to

be meatl or they will pull them apart or torch them.

July.

1.Damage to Youth Shelter Millennium field

2. CCTV cameras on the Anderton Arms car park.

3. Anti social behaviour Kennington Primary school

Some updates from the issues for you.

Anderton Arms CCTV- Medical centre and Longsands Primary School are to become a partnership. Another security company has been contacted and they will be giving a presentation after the school holidays. A quote is due in the next few days. This is being kept a priority.

Kennington Primary School - Has been put onto Operation caretaker which involves the Police helicopter flying over the school premises and any youths seen are reported to the officers on the ground and action is taken.

there is still an ongoing problems with youths congregating and causing damage.5 x youth referalls have been given out and all the youths have had home visits and been spoken to infornt of their parents. This will remain as a priority.

Longsands Youth Shelter - Since the last meeting the shelter has been badly vandalisedwith graffiti all over it. It has been agreed that the perspex be removed to prevent any further damage.

Millenium Hall Field - there has been many complaints of motorcycles. They are thought to be from Brookfield. The Police have a problem dealing with these bikes as we are not allowed to pursue motorbikes especially when the rider is not wearing a helmet.

June.

 1. CCTV Anderton Arms Car park continue with the ongoing work.

2. Kennington Primary School which is being subjected to a lot of damage to the roof from kids climbing up on the roof. Also the parking around the  school and increasing the awareness of the parents for the safety of their

children eg wearing seatbelts.

3. Longsands Youths Shelter - this has only been up for just over a week and the youths have graffitied all over it and vandalised it. They have signed a code of conduct to agree that they are responsible for looking after it and they must clean up the damage. If they refuse to clean it up the shelter will be removed.

Priorities from May

Traffic Calming Measure/ Speeding - Letters have been sent to all residents on the Morris Homes estate. Over two hundred plus delivered by Sarah (Me) to ask residents to watch their speed. Morris Homes have confirmed with Lynne that the traffic calmer should be in place towards the end of June 2005. There will only be one placed for the time being as it is thought that the first one will be subjected to damage by the heavy wagons. This is a major achievement for PACT and we await the results.

. CCTV at Anderton Arms Car Park - since the last meeting a firm from Leyland Vtec, have viewed the site with Lynne the CBM and members of Longsands Community Association and the landlady of the Pub. After viewing the site it was decided that the brewery Mitchell and Butler would arrange for their own CCTV. This will hopefully cover the entrance of the car park and in turn the front of the pharmacy and TESCO. (The pharmacy and Tesco rent the buildings from the brewery). Vtec then viwed the site of the medical centre and Longsands Primary school and Lynne is now arranging a partnership between the school and medical

centre. This partnership will enable a digital system to be placed in the school covering both buildings. Meetings have been held and both parties agree to the partnership. A quote has been received from VTec. This is a reasonable quote but figures will not be discussed until further quotes from other companies have been checked. Lynne is in the process of arranging further CCTV firms to visit the site and quote.

.No Right Turn Longsands Lane/ Eastway - An email has been sent to the Road Policing Unit (RPU) with regard to this issue. We are still awaiting results of the no right turn. This has been chased up by lynne and she has been informed that RPU is having a meeting with Highways soon and they will

report back with his findings. At the last Longsands Community Association meeting a concern was raised

that HGVs often go along Longsands Lane to the Junction of Eastway. At this point they have to stop and turn around with great difficulty. Road policing Unit has been informed and this will be discussed at the meeting with highways. Both will hopefully be resulted at the next PACT meeting.
