 Alley Gates; Cllr. Jean Al-Seraj kindly arranged for Cllr. Patel to attend the meeting to discuss various issues relating to alley gates.

Cllr. Patel gave quite a lengthy and much appreciated insight into the various issues regarding the gates and I have tried to highlight below the most relevant issues regarding the gating of the alley behind Rose Ave, Grange Rd etc;

Cllr. Patel informed us alley gate idea arose about 2yrs ago firstly in St Matthew then Fishwick and lastly Frenchwood, some of the residents were not entirely happy with the gates and certain legal issues arose because of this. A test case is now in operation and if it proves successful, permission for the alley gates is likely to be granted in other areas. Cllr. Patel went on to add that 85% of residents would have to agree to the gates being erected but to bear in mind there could be issues regarding the opening and locking of the gates. It was pointed out by both Cllr. Patel and Sgt Ian Mills that gating off alleys definitely reduces crime and anti-social behaviour.

Some members of the community are opposed to the alley gates and it has been suggested that CCTV or Bollards to be used to deter anti-social behaviour.

The alley is used by some residents as a short cut to the Lane Ends Shops. Adrian has agreed to measure the distance walking down the alley and walking down along Lytham Road, to establish how much of a short cut it is.

It was also suggested that if the gates were installed, could they be left open during the day and locked at night, that way the residents in the community who use the alley as a short cut can continue to do so during the day.

Liz Parkinson informed all present that Carphone Warehouse have agreed to pay for the gates. Cllr. Patel then added that all residents would formally have to sign to agree to the gates (85% majority) and the council would have to follow all the correct procedures regarding the gates, to avoid prosecution. The estimated time before anything happens could be 4-5months Sgt Ian Mills stressed again that alley gates do work in reducing crime and to now let the matter run its course and legal work start.

 

Anti-social behaviour;

The tenant of a Flat on Howarth Road that was causing problems for the other residents has been moved on and the Flat boarded up, although the tenant concerned is still living on Howarth Road with friends he has now signed an acceptable behaviour contract and say’s he agrees with the contract.

Sgt Ian Mills went on to add from January to 1st Sept 255 calls were made to the police regarding issues on Howarth Road but since Sept 1st only 4 calls have been made, he admitted that there is still a long way to go in reducing anti-social behaviour but its an excellent start.

Adrian and Andrew Mason hope to use this as a starting block for building confidence in the community.

Andrew Mason also asked residents to keep diaries of anti-social behaviour. Diary sheets do help as courts need lots of evidence when dealing with troublesome tenants.

Public awareness of PACT  7 members of the public attended the meeting as a result of the leaflet drop.

PCSO Morris said that figures throughout the Ward area for the last month were 174 as opposed to 189 for the previous month. Particular calls to Howarth Road were 27 for the last month and 30 for the previous month.

 

 

2. The Community forming a PACT Panel.

Pact Panel – Copies of the Larches & Savick PACT Partnership Constitution were handed out to all present for their information and retention. Jinty Longstaff kindly explained the idea behind a Constituted PACT Panel, in essence the main advantage was that such a body could apply for funds from various agencies. PC Royles asked if anybody present had considered putting themselves forward for the various positions upon the panel, nobody expressed such a desire and the general feeling was that efforts should be made at this time to attract more members of the public and others from the various businesses and agencies present in the Ward to attend the PACT meetings.

 

 

3. Alley Gates – Inkerman Street / Balcarres Road

Alley GatesCllr Jean Al-Serraj explained that LCC had taken over responsibility for Highway matters from Preston City Council and at the present time communication with them was not at its best.  A meeting is to be planned with LCC at some point in the future to discuss the issue of alley-gating. Cllr Al-Serraj indicated that she would try and arrange for the LCC Councillor Mr Valli Patel to attend the next PACT meeting and explain the issues in question.

M/s Jean Yates told the meeting that she had a petition from residents on the Howarth Road estate who were against the proposed closure of the alley.  She presently had 48 signatories and expected this number to rise.

Meeting of Howarth Rd Res Association/PACT:

No residents of the area attended the meeting.

Had discussion about changing the venue to Roebuck School on Roebuck St as from the next meeting in May and how the PACT meeting in general and it’s new venue would be publicised.

What the residents of Howarth Rd would like to happen to the “flats” was also discussed with the outcome that they would have to wait for the outcome of a feasibility study currently being untaken by Gateway.
